Naga Hoho terms July 16 killings as ‘fake encounter’

Naga Hoho termed the July 16
killings by the Assam Rifles as “fake counter” stating that all
offensive including July 16 and July 21 killings was done by the AR and
wrong message sent to the Central government.

Addressing press conference at Hotel Japfu Sunday evening, NH
president Chuba Ozukum said the decision makers in Delhi were not to be
blamed because they had no idea about the ground reality. However, he
said the Indian agency, including the Army officers were sending the
wrong message.

Ozukum further said that, union minister for state for Home, Kiren
Rijiju and Interlocutor for Naga talks R.N Ravi have also admitted that
imposition of AFSPA or extension of DAA in the entire state of Nagaland
was wrong.

He said as per the advice of Kiren Rijiju, Naga Hoho had submitted
memorandum to the prime minister few days back and so it was imperative
that NH reached out to different people especially the Indian authority.

NSF general secretary Mutsikhoyo Yhobu recalled that at the July 19
meeting with IGAR (N), who invited civil societies, Maj. Gen. Jaswal
gave a totally opposite report to convince the civil societies . He said
the IGAR refused to listen to civil society groups when they tried to
explain their views.

Slamming the AR as “enemies of the hill people” and not “friends of
the hill people”, Yhobu said it was not only in a particular incident,
but that the attitude of the AR that created a fear psychosis among the
students and citizens.

He said the state government had its own role but questioned why
the State Security Council remained silent when security forces went to
such an extent against the citizens.

NSF secretary administration Chitho Nyusou also mentioned the IGAR
during the July 19 meeting advised civil societies not to rush to media
in condemning Assam Rifles.

Nyusou also said he asked the IGAR as to what was meant by
“successful operation” after the combined 12 para force and 46 AR gunned
down two students and injuring another after the ambush on the NSCN
(K).

He termed the Wuzu incident as a “fake encounter” and claimed that
an army helicopter was hovering around the village four to five times
during the funeral service where the DGP and Home Commissioner were also
present.

NMA, PMA HRLN file criminal case

Naga Mothers Association (NMA), Pochury Mothers Association (PMA)
along with Human Rights Law Network (HRLN) on July 25 has filed criminal
case in Supreme Court against the killing of two students in Wuzu on
July 16.

In the event the magisterial inquiry
did not satisfy the Nagas, he said Naga Hoho would push for a judicial
inquiry to probe into the killing of the two students or if not, ask for
SIT or CBI probe. With a criminal case being filed in Supreme Court, he
expressed optimism that “our fight will deliver us justice and bring
end to the draconian law”.
NPF president Ozukum said the Parliamentary Working Committee had a
good intention when the NLA speaker informed NH and ENPO to meet NSCN
(K) to review abrogation of cease fire. He said NH and ENPO would meet
on Monday but would not move till clearance from the home ministry.

On the two-day discussion on Naga political issue during the
ongoing budget session, NH said as per media reports, many of the
members sounded immature on the sensitive Naga political issue.
